China PIPL Already in force
Personal Information Protection Law in force. A business outside China that handles the personal information of people in China — to offer them products or services, or to analyse their behaviour — must have a lawful basis for it and must appoint a representative or a dedicated body inside the country. Nothing in the duty turns on how much data is held.

UAE PDPL What changed
Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data in force. It reaches a controller or processor outside the UAE that processes the personal data of people inside it. Companies in a free zone that has its own personal data legislation — which is what the DIFC and ADGM are — sit outside it and under that instead. Nothing fell due on this date: Article 29 gives six months to comply from the day the Executive Regulations are issued, and none have been.

UAE DIFC Already in force
DIFC Data Protection Regulation 10 — a business deploying an autonomous or semi-autonomous system that processes personal data must tell users, on first use, what the system decides for itself, what it was built to do and what it does with the output.

Saudi PDPL What changed
The Personal Data Protection Law in force. It reaches anyone outside the Kingdom who processes the personal data of people inside it. The Saudi Data and AI Authority gave businesses a one-year grace period to comply, during which it said it would not apply penalties.

Where do these dates come from?
Every date here carries a link to the legislature or official journal that sets it — never a secondary tracker. Each one is checked against that source directly, either by an automated read or, where a source blocks automated readers, by a person reading it.
What does "confirmed by hand" mean?
Some legislature and regulator websites refuse an automated visitor. That is a limit of the reader, not a reason to doubt the date — so those sources are read directly by a person instead, and the page says so rather than claiming the date cannot be confirmed.
